The public hearing hosted by the Planning Board, the Bylaw Review Committee, and Town Administrator Kathe Warden on August 13th played out like a dress rehearsal. The meeting, held in the Community Room at Town Hall, was attended by approximately thirty residents, all of whom were there to better understand a proposed bylaw for Accessory Dwelling Units (ADUs) and proposed bond financing for up to $5 million for paved road repairs—both of which will appear as warrant articles at the upcoming Special Town Meeting set for Saturday, September 20th, at 2pm at the Becket Washington School. Lasting over one and a half hours, there were many questions and a lot of civil give-and-take.
There’s no quick or easy way to explain the rationale for the articles. Each topic is complex and has multiple elements that need to be considered for voters to fully understand the pros and cons. Whatever the voters end up deciding in each instance will have a meaningful impact on residents for many years to come.
Given that, what’s the best way for voters to prepare in advance? Look to the town’s website at townofbecket.org/administration. The Town Administrator will post a description of the warrant articles and an example of the estimated annual cost to taxpayers for the $5-million paved-road bond financing. In addition, the Planning Board will post a PowerPoint presentation summarizing key ADU definitions and specifications. Most importantly, plan on attending the Special Town Meeting on September 20th, and be prepared for some healthy discussion and questions.
(Not overlooked, the last item on the public-hearing agenda, and also a proposed bylaw, is the addition of two alternate Conservation Committee members with staggered three-year terms to address coverage and improve efficiency. It drew no questions and seeming agreement from the audience.)
