For Becket residents challenged by accessibility and mobility issues in their homes, the State’s Home Modification Loan Program (HMLP) may be a solution. The HMLP is a state-funded no-interest loan program to provide improvements that make it possible for elderly and disabled residents to live comfortably and securely in their own homes. Possible enhancements include outdoor and indoor ramps, driveway and walkway paving, stair lifts, platform lifts, alarm systems, fences, kitchen and bathroom modifications, and even alternative dwelling units.
HMLP eligibility is income-based with a gross income of up to $228.4K for a single homeowner and up to $430.8K for a family of eight. Structured as a zero-interest loan, repayment is not required until the property is sold or transferred. A landlord with fewer than ten units may be eligible for a 3% loan to improve a tenant’s unit. Project costs can range from as little as $1,000 to as much as $50,000. Contractors must supply a written estimate and be licensed and insured. Applicants must also supply documentation demonstrating need from a professional along with details on the proposed modification.
The program is administered locally by the Berkshire Regional Planning Commission (BRPC), whose representatives explain the structure, answer any questions, and assist prospective applicants through the process. BRPC also provides a list of contractors, although homeowners may choose their own licensed firm. Senior Planner Brett Roberts estimates that the up-front administrative details such as completing the application, securing a written estimate, and receiving approval can take several weeks.
